Right now as things look Joe Bastardi is predicting a tough winter again for the east. It looks like the concentration will no be as far east as last winter when New England took the worst hits. Heaviest concentrations this year right now look to run from Central NY down through East OH and West and central PA on down into WV. Once again it looks like there will be a trough of high pressure in the NW US going up towards BC in Canada that will force the jet stream east before it cuts down south. When there is a high pressure trough up there it is bound to be a bad winter in the east. It is possible the areas hit hardest will see winter snow falls 167% over the normal. Since we're talking about places like Buffalo and Rochester and Syracuse that get a lot of snow during a normal year, we're really talking about serious snows!
Also there is a whole lot of warm water piled up along the eastern sea board and the west coast of Florida in the Gulf making it very conducive for a disturbance to quickly become a Tropical storm or even Hurricane. If the storm forms off the eastern sea board it will most likely trail off to the east and not make landfall in N. America. However if a storm forms in the Gulf close in to the coast it could be very bad news because that storm would most likely track right across N. Florida and then go right up the east coast. The traditional path where most Atlantic Hurricanes form from fronts coming off the coast of Africa is still not conducive to tropical storm formation because the water in the Central Atlantic is too cold.
